Therefore, there is no need for a squad and they are promised to be sent home after the last mission. The evening before this mission, the Colonel gets drunk and realizes that people are just animals who like to kill. To demonstrate his “animal essence,” he barges into the squad wearing the scalp of a dead panther. The next morning the squad leaves on a mission. During the mission, one of the squad members dies, and Jacket is seriously wounded; at the base, the Russian general kills his soldiers and launches a self-destruction program. Beard pulls out his Jacket. No one is in a hurry to evacuate the soldiers, and the nervous Beard, who hates fighting and killing people, stops encrypting and requests evacuation in plain text, being surrounded by Russians. In fact, he not only surrenders himself, but also exposes the entire operation to the enemy. The surviving members of the squad are sent home. But Beard doesn’t have time to live – in 1986, to put an end to the war, the USSR drops an atomic bomb on San Francisco, where Beard managed to open his shop.
USA is losing the war. As a result of the signing of the peace treaty, Russians now freely come to America to live, receive all sorts of privileges, can do whatever they want, and no one will do anything to them. Russians are strangling the country, the mafia is thriving more than ever. The government doesn’t like this and turns to the Colonel, who proved himself best in the war. He takes on a secret mission to clear out particularly large Russian headquarters and must frame it as an attack by local militias. For the task, he takes a trusted person – Jacket. The best member of the squad, Beard, unfortunately, was already dead by that time. The hero receives messages on the answering machine, encrypted in a familiar way, and an animal mask – so that he understands that the commander, a former Colonel, who by this time is already a General, is getting in touch. The jacket does not fumble and unquestioningly follows orders. In parallel, the line of Jake, an obese nationalist, develops. Jake is unhappy with the situation in the country. Hearing about the "50 Blessings" movement, which the Colonel founded to carry out his operations, Jake lights up with joy, carries out the first order and goes to get a tattoo on the occasion of his "special day.". Then, unable to contain his happiness, out of an intention to help, he tries to get to his superiors and chatters about calls on every corner. After one of the missions he is killed either by the Russians or an agent of the Organization.
Meanwhile, 50 Blessings is gaining momentum. They recruit most of their members by harassing people with random calls and threats, forcing them to do things that the victims do not want to do. But this does not apply to all members of the Organization. The biker, the second hero of the first part, kills Russians for fun, but at one point he wants to understand what is happening and goes to the telephone company to “check the numbers”. This puts the secrecy of the operation in jeopardy and Jacket is sent to kill Biker. Both somehow survive the fight.
During one mission, Jacket picks up a drug-addicted prostitute right on the battlefield and brings her home. She lives with Jacket, gradually gets closer to him and becomes his girlfriend, whom he trusts. The Organization doesn’t like this because it jeopardizes the secret of the plan, and it urgently sends one of its agents, Richter, a man in a rat mask, to eliminate Jacket and his girlfriend. Through blackmail, the Rat, worried about the health and safety of his mother, is forced to kill Jacket’s girlfriend and himself. Jacket suffers a second head injury, the cops arrive and find two bodies. The hero is sent to the hospital, the girl dies. Having woken up, Jacket escapes, finds Richter detained at the police station, having killed all the cops, finds out the address of the last order, leaves Richter alive (possibly due to the fact that he understands that he was involuntarily obeying orders), goes to the place and kills the boss of the Russian mafia. Presumably, he does all this in order to complete the mission, because he considers himself a true patriot. If you beat the second part on hard difficulty, Jacket writes a letter to his mother, in which he quotes the poem "For the Dear Old Flag I Die". It is also possible that Jacket is taking revenge for Beard, who died in a nuclear explosion. When his revenge is fulfilled, he throws away the photo of them together.
Richter, who remained in prison after Jacket’s visit, is visited a year later by the Cleaners – agents of "50 Blessings" who were involved in calling people and destroying evidence in Miami. They send a thug prisoner who is a member of the Organization to eliminate Richter, but a successful riot saves him and the man escapes to Hawaii.
After a collision with Jacket, Biker calculates the location of the callers and arrives at the Cleaners’ hideout. The biker finds out that they are just the tip of the iceberg and are somehow connected with politics, after which he loses interest and leaves. Then he realizes that there is no way out of the Organization, and besides, there is a possibility that the people working at the telephone exchange are agents of the Organization. Frightened, the Biker goes to live in the desert. There he meets a certain creature, presumably Richard, like the others, appears to him – an entity in a rooster mask. The biker goes crazy and drinks himself.
Jacket gets arrested at the crime scene. A high-profile trial is looming, on which relations between the two countries depend. Many see him as a national hero, cleansing the country, including fans who served with him in Hawaii and have some combat experience. Jacket confuses the investigation by lying that he was blackmailed by other Russian bandits, which delays the investigation. Murdered Russian boss’s business goes to his son.
Fans who admire Jacket’s murders and don’t understand their meaning imitate him and carry out mass murders of petty criminals for the sake of glory. During one of the sweeps, they stumble upon a Russian bandit, recovering from the effects of the drug, and find out the address of the main headquarters of the mafia. A local police detective, known for his cruelty to criminals, goes on a murder spree by leaving notes at crime scenes along the lines of “they made me do this.”!». The explanation for this is simple: he craves fame – he invites the Writer to write a book not about the Jacket, but about the Miami Butcher (that is, about himself), having heard from another cop that only a mass slaughter will attract the attention of the press, he is immediately satisfied with it. In his dreams, the Detective sees himself as a movie star, dreams of spotlights and fame. At a certain point, Fans come to the Russian headquarters and carry out a massacre there. At this moment, the Son, having taken drugs, in turn shreds the Fans, leaving only the Tiger (perhaps simply injuring him), and falls off the roof. The detective finishes off the Tiger because he is jealous of the fans’ fame. After this, the detective dreams that he left his service revolver at the crime scene, that he is discovered and killed by fellow cops. A police officer wakes up sweating and realizes everything is fine. Terrified, he barricades himself at home, but no one comes to him. At this moment, the Russian president comes to the States to discuss the consequences of the Russian genocide. At this moment, the troops of the General who founded the Organization kill him and his own president during a meeting. The Russians, recognizing this as an act of aggression, respond with nuclear strikes on Miami and Hawaii, where Richter found peace with his mother. All remaining heroes, including Jacket, die.
When starting a new game on high difficulty, all heroes sit at the table. At the head of the table sits Richard, who appeared to all the heroes at one point or another in the game. He asks why they came here if they know what will happen next and all efforts are pointless – everyone will die in the fire of a nuclear explosion anyway. Richard tells everyone that "they are not here, this is all a dream and you will wake up soon". He explains that in the best case they will all end up in the cemetery. He tells the Writer that he (Richard) is the complete opposite of why the Writer is writing a book. He tells the Detective that he knows nothing and wonders why the Detective does the things he does. He tells his son that if he follows in his father’s footsteps, he will end up just like him. After Richter apologizes, Richard says he’s glad he did and adds, "But I’m not who you think I am.". And regret won’t help you anymore.”. Characters at the table, talking with him, die in the order in which they died in the game, and in the same way. Oddly enough, Beard, who died first in the San Francisco bombing, is the last to die. Before this, Richard says that they know each other and he would like to meet under different circumstances. At the end, Richard turns on the projector, followed by the usual game intro – an excerpt from the film "The Midnight Animal".
